Project Background


The cross-boundary helicopter traffic between Hong Kong and Macau registered a significant growth rate in the past decade and the demand is expected to grow in future.

At present, there is an elevated landing/take-off helipad located at the rooftop of the Inner Pier of Macau Ferry Terminal (hereinafter referred to as ¡§MFT¡¨) which can accommodate Class 1 performance helicopters up to the 12-passenger S76C+. Civil Aviation Department (CAD) commissioned a consultancy study on Helicopter Traffic Demand and Heliport Development in Hong Kong (hereinafter referred to as ¡§Main Study¡¨) in 2001. The Main Study concluded that expansion works for the existing heliport at MFT should be carried out as soon as possible to meet the anticipated growth in cross-boundary helicopter services.

The Project is to expand the existing cross-boundary heliport at the rooftop of the MFT by mainly constructing and operating a new landing/take-off helipad and a taxiway to connect the existing and proposed new helipads. Upon completion of the Project, there will be two helipads operating at the MFT.

The Project is a Designated Project under Schedule 2, Part I (B2) of the EIAO (Cap. 499) as requires an Environmental Permit (EP) for the implementation of the project.

Environmental Permit No.: EP-286/2007/A, granted to Heli Express Limited, and Environmental Permit No.: EP-01/286/2007/A, granted to Hip Hing Construction Co. Ltd., were issued on 31 March 2008. Both of the EPs are concurrently obtained under the project.

Environmental Permit No.: EP-286/2007/A was amended on 5 March 2009. Environmental Permit No.: EP-286/2007/B, granted to Sky Shuttle Helicopters Limited (previously known as Heli Express Limited), was issued on 5 March 2009.
